Seira is a serial impact entrepreneur with years of experience in the impact sector, leading teams within the International Committee of the Red Cross (ICRC), the United Nations High Commissioner for Refugees (UNHCR), and social ventures. As a full-stack developer with a Master's degree in Social Innovation from the University of Cambridge, Seira enjoys blending technology with purpose. Seira received his Bachelor in International Liberal Studies from Waseda University and a master’s in International Law degree from the Graduate Institute of Geneva and has practiced international law at the ICRC and the UNHCR in Lebanon, Algeria, Iraq, and Bangladesh. He is an impact angel investor (US accredited), a Hustle Fund's Angel Squad member, and a mentor for 4WARD.VC's Climate Accelerator. Shusuke Wakuda is a Cardano Ambassador and an SPO. He brings many years of experience in the Cardano ecosystem, having hosted numerous events and represented the Cardano Japan community at major blockchain conferences throughout Japan. His background is in production engineering and factory management, with a focus on safety, quality, and productivity. Please summarise your contributions to the Cardano blockchain, ecosystem, and community to date. Our contributions to the Cardano blockchain, ecosystem, and community have been multifaceted and impactful. As Cardano Ambassadors and Stake Pool Operators (SPOs), we have been deeply involved in the network's operations and outreach efforts.

We have taken active roles in the Cardano Catalyst project, both as proposers and reviewers, contributing to the development of innovative projects within the ecosystem.

We have developed open-source smart contracts for the Cardano community.

We manage the Japan Cardano Community Chat on multiple platforms, including Facebook, Telegram, LINE, and Discord fostering a vibrant and engaged community of enthusiasts and users in Japan.

We have also made significant contributions to the development of the Cardano governance model. We have not only hosted CIP1694 workshops in Fukuoka and Kyoto but also participated in a Tokyo workshop, contributing to the discussions on the constitution.

In addition, we have been providing regular meetups to educate and engage the community. We have supported the exhibition of the Cardano booth and facilitated the Intersect-Cardano Meetups.

We have drafted the DREP Code of Conduct and conducted workshops on it, demonstrating our commitment to upholding ethical standards within the community. We are also active members of the Eastern Hemisphere Town Hall and have participated in the Sancho Testnet as DReps.

With these diverse experiences and deep involvement in the Cardano ecosystem, we believe we have made substantial contributions to the Cardano blockchain, ecosystem, and community.

With regards to the 5 measures of competency, and with regards to your contributions summarised in the previous question, please describe why people should vote for you. Our consortium's qualifications and contributions to Cardano are extensive:

1. **Experienced Engineers:** Our team includes engineers who have worked on Cardano's technical aspects. For instance, some of our members are active Stake Pool Operators (SPOs) who have in-depth understanding of the Cardano network's operations. In addition, some of us have built Dapps on Cardano.

2. **Credential Management and Security:** We have individuals who have managed sensitive digital assets and have expertise in maintaining security standards. As SPOs, they've been responsible for the safety and integrity of their stake pools.

3. **Constitutional Review and Deliberation:** Our members have been part of the constitutional review process. We have attended and hosted CIP1694 workshops in Fukuoka, Kyoto, and Tokyo, demonstrating our commitment to Cardano's governance.

4. **Familiarity with Existing Tooling and Voting Process:** Our team members have been involved in Cardano's governance, including participation in the Catalyst project as proposers and reviewers and Sancho Testnet, which required familiarity with the voting process and tooling.

5. **Community Management and Communication:** We have managed the Japan Cardano Community Chat on platforms like Facebook, Telegram, LINE, and Discord. This has involved regular communication with the community, fostering a vibrant and engaged network of Cardano enthusiasts in Japan. Why is decentralized governance important to you? Decentralized governance is essential as it promotes broad participation and inclusivity in decision-making processes, ensuring diverse voices and perspectives are considered. This diversity results in more balanced and representative outcomes, mirroring the entire community's needs and wishes. Moreover, decentralized governance reduces the risk of power concentration, boosting transparency and accountability. By dispersing authority and involving different stakeholders, it establishes a more resilient and democratic system, enhancing the integrity and sustainability of the governance framework.

Decentralized governance, as a crucial aspect of modern societies, plays an important role in promoting broad participation and inclusivity within decision-making processes. By ensuring that a wide array of diverse voices and perspectives are heard and considered, it guarantees that the resulting decisions are not biased or skewed in favour of a particular group. Instead, they are more balanced, fair, and representative of the entire community's needs, aspirations, and wishes.

Another significant advantage of decentralized governance is its role in reducing the risk of power concentration, which can lead to corruption and misuse of resources. By spreading power across different layers and aspects of the governance structure, it ensures that no single entity or individual holds an excessive amount of control or influence. This dispersion of authority significantly boosts transparency and accountability, two critical pillars of any healthy governance system.

Given these circumstances, we've chosen to vie for a position on the Interim Constitutional Committee as a consortium of six Cardano Ambassadors. We will occupy one seat with a multisig wallet that has six private keys. Before voting, we will consult the Japanese community for decision-making.

In conclusion, decentralized governance enhances the integrity and sustainability of the governance framework, making it more robust and capable of serving the needs of the community. As Stake Pool Operators (SPOs), we have hands-on experience with the technical aspects of the Cardano network, which will provide a practical, grounded perspective on the challenges and opportunities facing the Cardano ecosystem.

Our experience in hosting multiple Cardano events will help us foster community engagement and promote the work of the committee. We understand the importance of community in a decentralized ecosystem like Cardano and will work to ensure that the committee's activities are transparent, accessible, and meaningful to the broader Cardano community.

Some of our members have significant marketing backgrounds, including working for a major publishing agency and having illustration and design experience. This expertise will be valuable in promoting the committee's work and the Cardano ecosystem in general. By effectively communicating the committee's mission, activities, and achievements, we can help attract more participants and supporters to the Cardano ecosystem.

Moreover, members of our consortium have experience running a Dapp project on the Cardano Blockchain. This experience gives us an intimate understanding of the opportunities and challenges in developing and deploying applications on the Cardano network. This perspective will be valuable in discussions around the technical and operational aspects of the Cardano ecosystem.

Some of us have been involved with Cardano since its inception. This long-term involvement gives us a comprehensive understanding of Cardano's history, evolution, and vision. We have seen Cardano grow and adapt over time, and we understand the principles and values that guide its development. This historical perspective will help us contribute to ensuring that the committee's decisions align with Cardano's long-term vision and values.

In addition to our varied backgrounds and extensive involvement in the Cardano ecosystem, we bring a unique perspective from Japan, the birthplace of Cardano. A significant number of Japanese holders possess a large volume of ADA, but many face barriers to participating in Cardano's governance due to language and technical knowledge challenges. As Cardano Ambassadors, our mission has been to bridge this gap by translating and explaining Cardano's technology in Japanese, making it more accessible to this community. If elected to the Constitutional Committee, our aim is to communicate effectively with the Japanese community to garner their support for the Committee and, when necessary, incorporate their perspective in decisions regarding potential constitutional violations, ensuring their will is represented and reflected in the governance process.

Finally, with a legal background among us, we can offer legal perspectives in the committee's discussions and decisions. This expertise will be invaluable in navigating legal and regulatory challenges and ensuring the committee's activities are compliant with relevant laws and regulations.
